In eterna city, you get a togepi egg from Cynthia. When it hatches raise it's happiness to like two hearts, almost full and level it up to evolve it into togetic. also make sure it's day because that's when I evolved mine I don't know if it works at night. that's how I got my togetic. I hope that helps. Also if you get a shiny stone from somewhere you can evolve togetic into togekiss, just a little information. hope it helps!
