Go to the celadon city dept store and use the stairs to reach the roof of the store the vending machines will be near the stairs check the machines they pay up for some fresh water, soda pop and 2 lemonades. Give each drink to the little girl on the roof to get special TM's, the second lemonade is for the dead onix on five island so keep it in your PC for now.
