The third Gym is Whitney in Goldenrod City with the Plain Badge. To get to Goldenrod you need to pass through Union Cave, and to do that you need to travel through Ilex Forest, collecting HM01 CUT on your way. Whitney uses a Clefairy and a Miltank and the Miltank can be quite challenging. I recommend capturing an Onix in Union Cave to use against it, and you can later evolve your Onix into Steelix.
