Surf south from Pallet town to Cinnabar Island. Once you get to Cinnabar Island keep surf west and you will eventually reach Seafoam Islands. Or Once they fix the route you can surf south from Fuschia City and you'll run into it.
You have to get eight badges and go to kanto. Then, you have to fly to either cinnabar or fuschia and then you surf right from cinnabar or go down from the Pokemon center in fuschia. keep following the route until you get there
