In order to get to the Cable Car in Pokémon Ruby, Pokémon Sapphire and Pokémon Emerald, you first have to be in Mauville City so go there and then head north until you get to the rocks that are blocking your way. You'll need a Pokémon that knows the Rock Smash HM in order to clear them out of the way. After you get through the blockade, continue north until you get to a spot where you can either keep going north or head left. Head left and you'll eventually wind up in Route 112. Follow the path until you come across some stairs. Go up the stairs and head northeast and you'll come across the building that will lead you into where you'll find the Cable Car at.
