How do you get to the basement of the radio tower in Pokemon silver?

First you exit the Radio Tower then go to one of the Underground entrances. The Storage Room entrance should be on the right. Use the basement key and then fight all of the Rocket Grunts at the top there should be three. Activate the switches in this order, left, center, middle. go through the doors. There will be more Grunts and some Looters you need to battle. After fighting the female Rocket activate the Emergency Switch and walk through the doors. there will be more Rockets to battle. Talk to the Director he give you a card key for the 3rd floor. Go back to the Radio Tower and Battle all the rest of Team Rocket beyond the card key door. the director gives you the silver wing and we get on with our lives.
