You have to be a paid Moshi Member to get into the Underground Disco. When you get down to the Underground, click on the door by the body guard to play the Underground Disco game.
There are several ways to get to the Underground:
Main Street- tree stump near the Daily Growl
Sludge Street-out house next to the abandoned building
Ooh La Lane- sewage drain next to the I Scream shop
The Port- next to the big octopus and underneath the Observatory
