You go east of Pacifidlog Town. Follow the upper rock wall, and when there is a break in the natural barrier, follow it and you will find Sky Pillar. To catch Rayquaza you need a mach bike. There are wild Claydol at level 47+ and some level 45+ Banette and wild Golbat level 32+ and Sableye level 34+. Good luck trying to get to Rayquaza because it took me more than half an hour the first time and a lot of super repels were wasted too.
