You have to be a secret agent with a spy phone to access HQ.
There are two ways to get to the HQ:
1. Click on your spy phone above your map in the lower left corner. Click the 'Visit HQ' button and it will take you there.
2. Go to the Winter Sports Shop in the Ski Village. When you are there, scroll over the Changing Room curtains until you find the one that opens. Click it.
