How to get to Navel Rock
I believe that you need to have the Mystery Gift Event. To get Mystery Gift go to any Poke mart and you will see a piece of paper. Put four words in and the guy will give you Mystery Gift. Save the game then turn it off then turn it back on.(NDL2000)Put in Link Together With All. then save and turn the game off and on. Beneath New game you will find Mystery Gift. Press it then you will see Receive Gift. Select that and you will get an Aurora Ticket and something for Navel Rock. You might not get the thing for Navel Rock. I don't know because I never tried it. I just know how to do it. If you don't get the thing for Navel Rock look on the bright side. You can now battle Deoxys. One you get to Navel Rock keep going straight and you will find a ladder go down it. once you go up the little staircase go left to find Ho-oh go right to find Lugia. Lugia and Ho-Oh are at Level 70
