Beat the elite four, then go to one island and talk to Cellio (or whatever his name is) he tells you that he needs two gems to power his trade-thingy so you have to help him. Go to the volcano and once you enter it, go right until you see two team rocket members. Go up to them and they will start talking. They find that you are listening and you have to battle them. Beat them and go into the room. Go through the rooms that follow the entrance, and you will eventually find a room with braille writing. Those are not important. Go to the south-eastern most point in that room and there will be a hole in the ground. Go in it, and you will eventually find a room with a ruby in it. Take it and go talk to Cellio. Give him the ruby and he asks you to find the other gem. To do this, he gives you a rainbow pass, which allows you to go to all 7 islands.

When celio has given you a mission to go and get the sapphire he will give you a rainbow pass and then you can travel from 1 - 7 island.You are able to keep the rainbow pass.

And able to get mewtwo, mew and togepi.
