How do you get to cinnabar island from seafoam island in Pokemon leaf green?

seafom island is to the right of cinnabar if you want to cheat a tiny bit fly to pallet town and surf down to reach cinnabar island. But if you want to do it the hard way you need to get the boulders inside of seafoam island to go into the water so you can reach the ladder that leads you to the exit where you can go to cinnabar from.

Since there are two of them, you have to go into both and talk to the people. When somebody asks you if you want to go into the Safari Zone. Say yes. When you go into the Safari Zone, you have to explore until you find someone and then talk to them. I didn't fully explore, so I don't know if there are multiple people, but if somebody asks you if you want the HM Surf, say yes. Then, when you're done in the Safari Zone, teach the move to one of your Pokemon, go to Pallet Town with the same Pokemon, walk up to the river at the end, press start, go into Pokemon, click the Pokemon that has the HM, and click Surf. Lastly, just keep going until you reach an island - and one that has buildings, not just a patch of land.
