EDIT: You have to beat the Elite 4 and the Champion first. After you do that, go back to Pacifidlog Town and surf east until you get onto Route 131. Then surf up and you should see this cave. Enter the cave and after you get through it, you'll see this building. That's the Sky Pillar. Go in and make sure you have a MACH BIKE.
