You need to go to the radio tower in lavender town and talk to the old guy he will give you an upgrade for your poke'gear. Go to the snorlax blocking digletts cave in vermillion city. Go to your poke'gear and go on the radio channel. Move the blue circle upwards till it says poke'Flute. Exit your poke'gear and press a on snorlax. Catch or kill snorlax then make your way through digletts cave. You will end up near pewter city. If you go up till you are in pewter city brocks gym is in the top left. Hope this helped :)
