After conquering Flannnery at the Lavaridge Gym, return to Petalburg. There you shall find the Petalburg Gym and within its walls, Norman the fifth Gym Leader. For future reference, he is a fairly easy trainer to beat but his Pokemon have rather high defensive capabilities as well as a lot of health so be sure to bring your strongest Pokemon. Do not attempt to inflict status conditions on his Pokemon either because all of them know the move facade, which doubles the amount of damage inflcited if they are suffering from a status condition.
