If you mean the ones below Fuschia City, then I just flew to Pallet Town and surfed to Cinnabar Island then to Seafoam Islands, completed the gym and surfed back up to Fuschia. By then they let me pass. But im sure there must be a shorter way

When going through the cave between mahogany and blackthorn city a guy will stop you. He will say he has lost his item, its below you on the screen. Just go through the little ice puzzle and there ya go, waterfall. When you pass him again he says you can have it. You cannot get to blackthorn city without getting the HM.

How do you get to celestic town in light platinum?
In Light Platinum, to get to Celestic Town, you need to have medicine to give the Psyduck who are blocking the road just below the town on route 210. You get the medicine by beating the Pastoria Gym, then following and defeating the Galactic Grunt. Cynthia will give you the medicine to remove the roadblock, then you follow a short foggy path to the town.

How do you get to mt silver Pokemon Gold?
In order to get to Mt. Silver in Pokemon Gold you would have to beat the Elite 4 then beat all 8 retro gym leaders. In order to beat Misty, you have to go to Lavender town and go through the rock tunnel to the power plant. And the fire gym is below Pallet town and in the middle of that long stretch of water from Fuschia city to that island below Pallet town. Once you beat all 16 gym leaders go to Viridian City and look for a path in the middle of the city on the left side. You would have to walk through that elite 4 room where the guards block the way to the left and right and follow the path to the left and keep going left.
