Go to the third floor then there will be two doors that need the card key. open the door to the left with the card key and go on the teleportation pad. then battle your rival, be warned he's pretty tough. Most of his Pokemon around Lv. 35 to 40

Next o to the second teleportation pad in the south east corner of the room
In the new room defeat the team rocket grunt( he has a cubone, drowzee, and marowak)
Next in the room is a small room that you need a card key to get inside. onece in side Giovanna will want to battle you. He is about as tough as your rival so heal up if you have to. MAKE SURE TO SAVE BEFORE YOU BATTLE HIM!!!
After you beat Giovanna talk to the president to have him reward you with a MASTER BALL!
