You'll have to excuse the previous idiot who didn't have an answer to your question. If you made a Secret Base already, then the tent is in your PC there. If you haven't, you have to get the TM "Secret Power" from the guy who's facing the tree north of the desert. That's somewhere between Fallabor Town and Mauville City. He will give you Secret Power. If you teach that move to a Pokemon, your Pokemon can then make a secret base in a big tree, an indent in a wall, a wide bush, etc. Hope that helps.
