There are a few ways of getting one
Way #1 (for people which do not have Action Replay DS)
it is quite difficult but you have to fish with a super rod (you can get one in survival area) you keep using that all the time and hopefully a red gyarados will appear, shiny Pokemon are rare so keep trying and you will find one.
Way #2 (Action Replay Owners)
It is a whole lot easier than Way #1, all you do is tick the Wild Pokemon are Shiny box, then fish using the Super Rod and it will appear red.
Way #3 (Anyone)
If you have a yellow magikarp (pre-evolved form of a red gyarados) Level it up to 20 and it would evolve into a red gyarados.
Way #4 (Anyone)
If your friends have a yellow magikarp or a red gyarados, you could trade with your friend/s.
Way #5 (People who have both national pokedex and Gen I, II or III game)
go to Pal Park (Near Route 221) and migrate a Pokemon from a previous Pokemon game, then catch it using a Park Ball.
