The first half comes from the mayor. Once you have two friendship hearts with him, he will talk to you about the island's past when you walk into his home. Once you have four hearts, his son Gill and some of the other citizens will complain about the broken clock tower. Talk to the mayor and he will give you a key if you tell him you will fix it. Walk up to the left side of the clock tower with the key in hand and open it. The other half of the quilt will be inside.
