You go to the survival area in the Battle frontier and head north into a route where a sandstorm is going on 24/7. there are 2 cottages on the left in 1 of them there will be an old man who says he can teach your Pokemon moves but only 4 Pokemon can learn this move Torterra, Venusaur, Sceptile, and Meganium. to find out the Pokemon that can learn this move there will be a sign on the North wall and will tell you.
