To get frenzy plant, you need to have gotten the National Dex. You go to the survival area in the Battle frontier and head north into a route where a sandstorm is going on 24/7. there are 2 cottages on the left in 1 of them there will be an old man who says he can teach your Pokemon moves but only 4 Pokemon can learn this move Torterra, Venusaur, Sceptile, and Meganium. to find out the Pokemon that can learn this move there will be a sign on the North wall and will tell you.
You can't teach a Roselia Solarbeam without using a TM and only finally evolved starter grass Pokemon can learn Frenzy Plant.
In order to get Frenzy Plant in Pokémon LeafGreen, you would need a Move Tutor on Two Island teach it to your Bulbasaur, Ivysaur or Venusaur.
I believe you go to the Move Tutor in Blackthorn City.
In Pokemon Diamond and Pearl you will have to go to route 228 and talk to an old man, I think you might have to do the same in Platinum.
Well, frenzy plant has 150 power but has to recharge the next turn. Leaf storm has 140 power and can be used in succesion. So if you just want to knock a Pokemon out in one turn, I suggest frenzy plant, but leaf storm can attack twice, having more power than frenzy plant. Hope this wasn't too confusing! "_"
I am not sure if its his best move but his ultimate is frenzy plant and my serpiors lv 100 and frenzy plant is his strongest move
The move tutor on Route 228 will teach your Torterra Frenzy Plant.

You can't teach a Roselia Solarbeam without using a TM and only finally evolved starter grass Pokemon can learn Frenzy Plant.
