You need to know surf and then go downleft of he lighthouse town and you'll find a beach. Use surf until you find a mini town. You should also find Suicune here. Go into the pharmacy and get the medicine. Beat the gym leader while you're there and you'll get HMFly automatically. Fly back to the lighthouse city an give Jasmine the medicine.

Where do you find medicine for a girl in a tower?
The girl in the tower, I'm assuming, is Jasmine in the Olivine lighthouse. You have to surf west to Cianwood. There is a pharmacy there that will give you the "Secret Medicine". While you're there you can beat the 6th gym leader, then return to Olivine and give the medicine to Jasmine, after which she will return to her Gym.
