Go to the copycat's house (the pink house in saffron city), go upstairs. Talk to her, she should whine about losing her clefairy doll or something. Go to vermillion city, go to the Pokemon fan club. There should be some fat guy sat at the table with a clefairy doll. Talk to him, get the doll. Go back to saffron city, give copycat the doll & she gives you the train pass.
Talk to the Copycat Girl in the pink building. She should tell you that hear CLEFAIRY doll is missing. Go down to Vermillion City and go into the Pokemon Fanclub. Talk to the man near the entrance and he will give you the CLEFAIRY doll. Go back to Saffron and the Copycat Girl will trade a Magnet Train Pass to you for it.
If she doesn't, I believe that you might have to advance to some point. Not quite sure, though.
You have to return Copycat's stolen Pokedoll to her. Copycat is in the same city as the magnet train (in the Kanto region). She is in a little pink house. The pokedoll is in Vermillion city, in the Pokemon fan club building :D
