First you have to go to the 3 lakes and battle the galactic grunts, then you go back to veilstone city and in the back north east corner go in front of the big building and there will be a grunt standing there. Battle him and after you win he'll run off and drop a key. (in a poke ball) then you go to their HQ and the key will break off but don't worry because you go through the obstacle and you will find other keys.
