In order to get the Gym Leaders' numbers you will need to find them during the time they're missing from their gym in Falkner's case he's missing from his Gym on Mondays and can be found in the Celadon Department Store, Bugsy is missing on Thursday and can be found in the Viridian Forest, Whitney is missing daily between 12 PM and 4 PM and can be found in the Goldenrod Department Store, Morty is missing on Mondays and can be found in the golden forest that leads to the Bell Tower, Jasmine is missing daily between 1 PM and 2 PM and can be found in the Dining Room in Olivine, Pryce is missing daily between 6 AM and 10 AM however Chuck's number will be given to you by his wife since he never leaves his Gym.
Clair will be missing daily between 6 AM and 10 AM however this is only after you have beaten her and Lance in a double battle, she can be found in the Dragon's Den during the time she's missing from her Gym.
