You get the Firelance from a mini random encounter that can occur and a bunch of different set areas in fallout 3. What you need to do is find one of these places that random events occur at and save before you get there. Keep loading your save until you get the random event that a UFO crashes above you and drops the firelance and ammo. I have read of a way to get to an area that has a fairly good chance of getting the firelance event
Go to casey smiths garage and go inside, then leave so your facing east. Turn around so your facing almost completely west but with a slight tilt to the north. Walk that way until you reach the entrance to Rockopolis. There will be a random event in front of the door. Some events may include someone who sells chems to you or an eyebot shooting 2 wastelanders. Keep loading and walking back there until you get the Firelance event.
there also more places you can do this like in Washington itself but in DC there is a chance it will land on a roof making it 'unatainable'

the alien firelance is obtainable through a random occurence (a random occurence occurs when in proximity of a scripted randomiser in the game code that decides what event will fill that space (this includes the drunken trader, a salesman selling quantum, regulators, mines, medic, people fighting over drinks, etc), one of these is an exploding capsule containing the firelance and alien ammo
Occasionally Fallout: New Vegas will freeze, but not as frequently as Fallout 3.

I personally recommend Fallout 3 to any other Fallout game. Fallout 3 has a more organized and in my opinion interesting storyline. And you. And you can also keep the game going after you beat the main quest on Fallout 3 if you buy the DLC "Broken Steel."
