The only person who appears and disappears in the Pokemart is a man dressed in green. This particular person only appears to give you special items which were received as a result of a special event. For example, if you transfered the Manaphy egg you received in Pokemon Ranger to Diamond or Pearl, the man in the Pokemart would appear. As soon as you receive the item (in this example, it is the Manaphy egg), the man will go away.
The man will only appear if you have received a special item through a Nintendo Event or through trading Wonder Cards. There is no cheat code or in-game action that will make him appear, you simply have to receive an item through a special event. Once all of the events possible have been given to you, the man will no longer return.
