you can get ho-oh by going to Pewter city (the one with Brock) and on the left side of town there is an old man on,like, a hill. talk to him and he'll give you a rainbow wing. then go to Ecruteak city (the kimono girls) and go to the tower on the top. go to the man on the right and he'll let you pass. then you solve a puzzle in a tower, and on the top is Ho-oh. lv 70, with Sacred fire, safeguard, punishment, and ancient power.
