Its easy: first you need a action replay. second you need to put the code where they give you a lot of exp. points.third you give it the orb that it was supposed to hold when you catch him. and finally yo level it up to level 55

You can visit him again later to catch him, but i forget how. Also, there is no way to change dialga into primal dialga after you catch him.
