You have to have a Fossil or an Old Amber and bring it to a scientist that can turn it into a pokémon.

It's different in each game how to get a fossil and where you have to bring it.

In pokémon Red, Blue, Yellow, Fire Red and Leaf Green you get Old Amber in Pewter City in the back of the museum and you obtain a fossil in Mt. Moon. Then you can give it to a scientist on Cinnebar Island.

In Pokémon Diamond, Pearl and Platinum you can find a fossil in the underground and you bring it to the coal museum in Oreburgh City to the scientist.

In Pokémon Ruby, Sapphire and Emerald you can find a fossil in the desert north of Mauville City and you should bring that to the building where you get your pokénav from in Rustboro City. On the 2nd floor there are some scientists and one of them can turn the fossil into a pokémon.

In Soul Silver and Heart Gold you can find an Old Amber in one of the breakable stones at the Ruins of Alph. In Kanto you can get it turned into a prehistoric pokémon.
