You must defeat Team Aqua in their Lilycove City base (right next to the Wailmers). To gain entrance to the base, you must first go to Mt. Pyre and climb to the summit.

From Fortree City, travel south-east and then east to Lilycove City. You will find some wailmers blocking the sea in the Eastern part at the Beach. Fly/Travel to Slateport and go to either Slateport Harbor or Stern's Shipyard to find a lot of people. Talk to the one getting filmed by a camera crew, then go back to Lilycove City and use Surf to get in the cave nearby the Wailmers.

If you're asking about the ones in Lilycove, you must first beat the cave to the north of them. After getting the 6th gym badge you will travel to Slateport City in time to see Team Aqua steal the submarine. When you return ti Lilycove city the Walimer will have moved.

You're in Lilycove city, am I right?First you have to go to mt.pyre to fight against team aqua at the top of mt.pyre. after that you fighted them all (not Archie), they will run away from there and talk the old guys up there. other one gives you a Magma Emblem or something kind of that. Then go to mt.chimneys top and continue to jagged pass. then comes an earthquake and a door will open in a rock. go in, beat team magma and fight their leader. after that go back to lilycove city. above the wailmers is some sort of cave. go in, beat team aqua(DON'T FORGET TO FIND THE MASTER BALL!!!!) and their leader, then go out and the wailmers are gone.
