Getting to Black City (Black verison) uses the same concept as getting to White Forest (White version). You have to defeat all the gym leaders and earn all the badges, then go defeat the elite four (in any order you like), then defeat N and Ghetsis of Team Plasma. After this you get to sit through the credits (fun, eh?!) and finally you'll arrive back in your house in Nuvema town. At this point there will be no guards blocking the eastern area of the Unova region, so you can go to Black City/White Forest.

I think you're talking about the radio tower in Goldenrod City. You have to go to the underground tunnel in Goldenrod and talk to the Team Rocket person. They'll give you a team rocket uniform then you can get past the guard.
