If you are referring to the level 30 ghost on the top floor of lavender tower, you first must go to the Celadon Game Corner (in Celadon City of course), then push A on a poster on the back wall of the room. It will then reveal a staircase to the Rocket Hideout.
Go down the stairs and make your way to Basement floor 4 (you must first obtain the lift key from a rocket grunt). and defeat Giovanni. he will proceed to promise revenge on you, disappear, and drop a pokeball. (inside is the Silph Scope) This will let you identify the ghosts in lavender tower.
Return to the top of Lavender tower and the item will identify the ghost as a Marowak, Cubone's evolved form and apparently it's mother. You cannot catch this Pokemon so don't waste any of your pokeballs.
