Admittedly, it has been awhile since I have played the game but here are a few things you can try to get past the second floor -
holes are opening up in the floor and I keep on dropping back to the first. If you have no bike or have the arcro bike on hand, fly (or walk) to mauville and talk to Rydel, the bike man in the bike store. He will give you a bike or switch the bike you have. To get on the bike, use the select key if it is registered or activate it by going to key items in your bag. Save as you go to the second floor, and bike quickly to the next set of stairs. If you mess up, then just restart the game or continue from floor one.

Okay, to find the Sky Pillar, make your way East from Pacifidlog Town. The Sky Pillar is on route 131, so if you end up on route 130, you've gone to far! Now once you've got to Sky Pillar, its basically just navigating around inside.
