Using the Underground Path on the Route west from Lavendar Town you can reach Celadon City and when you get there go inside the Department Store (largest building you cannot miss it) and go to the Roof and check the vending machine and buy any of the drinks. Now go find a guard that blocks you and he will take your drink and let you pass.
