alright. i am na218. ill tell you the answer to your question. well, to get to navel rock without eny cheats is pretty easy, but you must have mystery event to get it. when you turn on your game, choose on the start up menu MYSTERY EVENTS and connect with another leaf green, fire red or emerald, and get the gift from via. these via options are Pokemon box, lugia xd etc. besides mystery gift, there is no other way. hope that helped!
