Open notepad and type:

java -Xmx1024M -Xms1024M -jar minecraft_server.jar nogui

The number between Xmx and M & Xms and M is the amount of MB assigned to your server. You can increase this number to assign more RAM to it. Then, save it to the folder your server is in and name it start.bat
