This is a Monster Spawner. The monster will spin faster and faster and eventually spawn that monster nearby. Note that if you are on Peaceful setting, the monster will not be spawned. You can destroy them, or you can adjust the area around it to 'farm' the creature, ie, let it be created, killed by the environment, and harvest the drop item. The spawner can be temporarily disabled by putting a torch right next to it, while you work.

Monster Spawners are found in dungeons, to find a dungeon you need to dig down to a low level <Sometimes they are found at a high level>. If you find one, you will know you have. There is a black block with holes in it, it has a picture of the mob it will spawn inside it. The walls are covered with mossy cobblestone and cobblestone. The best way to find a dungeon is to find a hole that has appeared randomly <You can't have made the hole> and then follow it down until it stops. Then dig (Or Mine) a 4x4 hole down.
