You can get them in drops (wizards' circle south of varrock is one place) but if you have done Rune Mysteries quest, you can craft runes for yourself. Once you have completed Rune Mysteries, grab your pickaxe and have Aubrey (he stays in the rune shop in Varrock which is behind the west bank) teleport you to the rune essence mine. Once you have as much essence as you want, time to make it into mind runes. Get a mind talisman (wizards drop them or you might be able to snag one at the Grand Exchange) because you will need it to get into the mind altar where you make your mind runes. This altar is north of Fally, very close to wildy. If you have the talisman or, even better, a mind tiara which you can put on your head so that it won't take any space in your inventory, then load your inventory with rune essence and head to the altar. Right click on the rock and follow menu to get inside. Once inside the mind altar, right click on the center rock and follow the menu for crafting runes.

At higher levels, it is NOT recommended to use a staff of an element, excluding the Tome of Frost (As this is an off hand item)

When you keep killing the wizards you are able to get their clothes and their runes. You are able to receive 30 air runes, 6 chaos runes, 4 death runes, 20 water runes, 30 mind runes, 3 Law runes, 20 fire runes, 10 earth runes, and 7 nature runes. And you could stock up on those which require about 2hrs of hard gaming to get a lot. Then you go to varrock and you can sell all of the runes to noobs that overpay you.
