Get your Sims to really love each other and then make them kiss and then it should say propose. If that does not work, then get them to kiss 2 or 3 or more time and it will say propose. If that doesn't work, sorry for the foul language, but you need to make them "Play in Bed". In order to that, you must unlock the Heart Bed on the final one. It costs cash, but I know the cheats. Press L2+L1+R1+R2 on the title screen, (PRESS THEM AT THE SAME TIME!) Then enter freeall. No spaces, or caps. Just freeall. Now, enter Midas. It unlocks 2 player, and unlocks every catalog clothing, and unlocks furniture. So basically, you unlocked the freeall, and the 2 player and the catalog. So now, you can propose, or have a baby!
