You go to Seven Island and walk around, it's seemingly rare to find but it's worth it.
They're at pretty low lvls; lvl 10-20.
I just noticed that the answer above is the answer to FireRed and Leafgreen.
In pokemon Gold (and Silver) you can get it at Mt. Silver. It is still seemingly rare though.
