Taillow is a 3rd Generation Pokemon or a Hoenn region exclusive Pokemon meaning that Firered version which takes place in the Kanto region cannot capture it. All 3rd Generation Pokemon must be traded to Firered from either Ruby, Sapphire or Emerald.
Actually, I think that is a Johto region pokemon, and seeing as Firered is a 1st gen remake, which is set in Kanto, you can't find it in the wild. You might be able to trade for it.

Dive is not an HM in Pokemon firered or leafgreen however if you trade a Pokemon that knows dive from ruby or sapphire or emerald now you have a Pokemon that knows dive But you can't dive underwater in firered or leafgreen because it wasn't invented in the kanto region.

im sure it is 250 or 350 Pokemon from Kanto region and not so sure about the ones in Hoen region...I think i have the full Kanto dex, cuz underneath seen it says kanto then national, so yeah lol... I have 146 seen in Kanto and 99 owned I haven't done so yet, but I bet you have to get allPokemon from the Kanto, Johto, and Hoenn regions, which, in total, would be 386 Pokemon (to get the other starter Pokemon from FireRed, trade from another FireRed/LeafGreen)
