While your going to Pacifidlog, just keep going. Once you reach there and go into the Pokemon Center, then exit (Or heal if you need to) Go back out to the right of town and stick as far up at the top as possible, eventually find a path leading to Sky Pillar. If you are just not getting there for the first time in Emerald, just continue to the top. After the second time in Emerald, or the first in Ruby or Sapphire, you will need the Mach Bike. You go up a couple of floors and you will encounter the tiles that if you step on them, you fall through. Get on your bike, and go through these. Riding your bike without stopping is the only way to get over them. Eventually you will get to the top to face Rayquaza.
