see, when you first beat veilstone gym, youll be greeted by someone who ahd their pokedex stolen, theyll take you up to a double battle against 2 grunts.
afterwards, youll get to go inside the first room and get HM02 FLY.
then you just have to continue normally, until after snowpoint city and all of the events that take place.
after defeating Cindy (the gym leader), youll end up having to to the final lake, and then to the galactic headquarters.
THIS time, there will be a grunt standing in front of the HQ building, who will run off after you talk to him, after which, you the detective will take you into the warehouse and open the door.
