Horsea can be found in many, many places in Leaf Green. It can be found by Surfing in bodies of water or fishing. Some places where it is found include: -off the coast of Cinnabar -Routes 10, 11, 12, and 13 -Lavender Town
You can encounter horsea in routes 4, 10, 12, 13, 19, 20 ,21&24.
Cerulean and Vermilion City

Everyone says use the pokedex it will tell you where to go but it never works.
Go to pallet town, and fish in the lower area of water with a GOOD ROD.
Worked the first time for me.
I tried everywhere else and it didn't work. This is the best way.
