Well I beat the game and now I can answer your question more accurately. After beating story mode a bunch of new question marks will appear in some chapters you've done. Go to the chapter "a savior appears" and play through it normally until it gives you an option to play as vegeto or gogeta. Pick gogeta and after you win you will have him unlocked.
