You find it in the Galactic Hideout in VeilStone city. You need to have met up with that strange dude "Looker" who opens the gated door, on the entrance to the Hideout on the left side of the city. The Key is in the first floor you come to, behind another gated door, you have to go the long way to get it though. (Through pretty much every floor, and several trainers).
