you go to violet city and when you see the gym make a right and then go straight up to the bellsprout tower i think go all the the way up (there are trainers along the way up) then you will see your rival and then talk to the guy in the beard and battle him. if you beat him he will give you the TM flash
you go to the bell tower and beat the master at the top floor. or if you sold it on accident you can get it at the Goldenrod Department store
