hey in sapphire/ruby getting a feebas is really hard!!we have to go to the place muavile city and we then have to cross the river,,,,and then go straight then up.go through the grass and next to the house there is a river cross it and battle the fisherman who says"u should surf on the back of my Pokemon its a luxurious moment. best way to identify him is that he himself has a feebas.go and use a super rod in that area and if ur lucky a feebas might come..
