I dont know but i think you hafto finish all the Quest im not surePartly correct but you have to be lvl 30 or higher and beat all the quests (this does not include the titan fights) and you have to get a charged cog which can be obtained from the first 3 quests in popsproket. Hope that helped.

I saw how a cog building is made. A cog that is walking down the street will choose what building he will turn a cog building into. He walks into that building and then it automatically turns into a cog building.
